The purpose of Level I is to prepare new officials to begin officiating minor hockey. The SHA Referee's Division currently has 1,463 male and 142 female officials that are Level I.

To become a Level I with the SHA, an individual would complete the online modules and then attend a half-day clinic where the official would be instructed on rules, procedures, and equipment requirements. At the end of the clinic, the official is presented with a certificate certifying them for the upcoming hockey season.
